Skull and Bones - Sea People Huntmaster

The Ouroboros blueprint can be purchased from the Sea People Huntmaster found in Lanitra Outpost.

Unlike normal items, you'll need to use Monstrous Teeth to purchase the blueprint. The blueprint costs 50 Monstrous Teeth. Monstrous Teeth can be obtained by hunting the Sea Monster World Event, Kuharibu.

Reach Kingpin I Infamy

To be able to craft the Ouroboros armor, you must reach at least Kingpin I or higher Infamy. The best way to reach this rank is by completing Contracts related to the main campaign or ones found in the open world.

Skull and Bones - Blacksmith
After reaching the required Infamy and obtaining both the blueprint and materials needed, head to a Blacksmith found in Pirate Dens. It will cost you 3800 Silver to craft the Ouroboros armor.
