At the time of writing, there are no official news or announcements regarding Skull and Bones having a New Game Plus mode.
As the game centers around open-world naval combat with developers highlighting its multiplayer modes, the game's focus will likely be on the social and strategic combat aspects rather than the story. The developers have also already shared that Seasonal Content will be the main focus of Skull and Bones' endgame.

Ubisoft Singapore has implemented the New Game Plus feature in only some of its titles, specifically in Assassin's Creed Odyssey and Origins. Given the nature of the game, it is likely that Skull and Bones will receive the same treatment and not include this feature.
