The first Sickle is unlocked as part of the tutorial, during the Tools of the Trade main contract. In this Contract, you will be required to craft a Sickle I to progress.
Get the materials and silver needed (you likely already acquired these from the prologue). Go to the Carpenter, select Craft New Items, then select the Sickle I and craft it.
Tools of the Trade Walkthrough
To use the sickle, travel to a fiber resource node; you should be able to find those using the Map. Maneuver close to the gathering spot until you see the Harvest prompt.
Then, play the mini-game to harvest the fiber with the sickle. To succeed in the minigame, hit the button when the indicator points to the colored spot of the tool. Hitting the green zone yields more resources compared to the yellow zone.
Note that there's no need to equip the Sickle, because all tools are automatically equipped to you. After you craft the Sickle, you'll immediately be able to harvest fibers from any fiber resource node.
How to Harvest Fibers and All Fiber List
If you prefer not playing the mini-game every time you harvest, you can turn on the Auto Harvest feature in the settings menu. Although this feature makes harvesting easier and impossible to fail, it also takes longer and gives you less resources per node.

You can harvest all fiber types using the Sickle I tool. However, you'll harvest faster and get more rewards when you use upgraded sickles.
You can unlock the blueprints to these better sickles by reaching higher Infamy ranks.
After you reach a required Infamy Rank, check your mailbox, open the mail you received for reaching that Infamy, then open the chest included to get the blueprint. You can now upgrade your Sickle through the Carpenter.
