The fastest way to get repair kits is to buy them from vendors, as long as you have the Silver to buy them. Most settlements and outposts have vendors that carry Repair Kits in stock.
Note that shop items have a stock limit; after you bought all the stock from a vendor, you'll have to wait for them to restock.
There are different ways to earn money fast, depending on how much you've progressed. In general, selling unnecessary items is a good idea if you quickly need the Silver to buy some Repair Kits.

The materials for non-enhanced Repair Kits are all simple Scrap Materials that are extremely common to find. You'll often find them floating around the sea, and you're guaranteed to find them by salvaging shipwrecks with a Crowbar.
When sailing around, make sure to not ignore these shipwrecks and floating scrap so you have materials to craft Scrap Materials. You can craft repair kits at the Carpenter, but first you'll need the blueprints to do so.

You'll also get Repair Kits from salvaging shipwrecks or looting enemy ships; however, they aren't guaranteed to drop this way, so it's not as reliable as the methods above.
The benefit of doing this is that you'll also get other rewards, which can help you one way or another. You'll get scrap material for crafting, and silver (and sellable items) for buying the repair kits.
