One of the ways you can obtain Specialized Materials is by visiting settlements and purchasing them from the vendors in the area. Alternatively, you can choose to live the pirate life and pillage the place instead!

You can also take Special Materials by force from ships that travel through certain trade routes. You can use your Spyglass before engaging in a naval battle to see what possible loot you can obtain from the enemy. Try to board these ships rather than sinking them straight to the bottom of the ocean to obtain more loot!
