Park (Day) Walkthrough: List of Pokemon and How to Unlock
As you go over the bridge by the lake, flocks of Taillow will start flying overhead. Take a photo of any of the Taillow and it will change its direction towards the Wurmple.
When you make the turn, you will see Wurmple and Taillow battling each other behind a tree. Toss an Illumina Orb at the Wurmple, but try not to hit the Taillow.
Once you hit Wurmple with the Illumina Orb, it will start spraying poison on the Taillow. Take a photo of the Wurmple before their battle ends.
There are no obtainable rewards for completing this request.

I'm having the same problem. Mild spoiler but it looks like you need the turbo feature to do it (allows you to drive the vehicle drive faster). You get that by progressing farther in the game. Cool to see someone else grinding this game at the same time as me even though we're 3 years late lol! Hope this helps!
