To get a 1 Star photo of Wailmer, simply snap a photo of it swimming. This is best done in either route of Undersea due to Wailmer not moving around as much and to the appearances of other Pokemon making it easier to stack up points for the photo.

Get a very close-up photo of Wailmer in the Lental Seafloor Illumina Spot in order to acheive a 2 Star ranking. The Wailmer spawn at the beginning of the course, so it will be easy to keep repeating until you get it.

On the Undersea main route, there's a chance encounter with a Wailmer roaring at an Octillery. Snap a photo as close as you possibly can while Wailmer is still roaring in order to acheive the 3 Star photo of Wailmer.

Adorable Water Spray

This photo can be captured while completing the request Adorable Water Spray.

After the race between Machamp and Sharpedo in Reef (Day), turn around and you'll see a Wailmer emerge from beneath the surface. Throw an Illumina orb at Wailmer and it will spout at water. Snap a photo of it doing so in order to complete the request and obtain the 4 Star photo.
