Attuned Peony is the best value hero in this banner due to her status as an Attuned hero.

Attuned heroes do not disappear from your barracks upon using them as source inheritance once and also come with rare Attuned Skills that can be equipped on the otherwise inaccessible X skill slot. In Attuned Peony's case, she comes with Atk Oath Echo which grants bonus Atk and warping to the unit equipping this skill.

Attuned units can also be used as a skill duplication bank by inheriting multiple rare skills onto one copy and using subsequent copies of the same Attuned hero to refresh the skill inheritance after merging. Using this trick, you can pass around rare skills multiple times despite only having pulled for them once.
