Silver Snuff can be acquired by crafting it in the Distillery. You can unlock the Helm's Distillery after reaching Brigand I and completing a series of Contracts that start with A Covert Initiation.

Skull and Bones - Smuggling Commodities

You can accept Contracts that will ask you to supply Silver Snuff to different locations. Doing so will reward you with Pieces of Eight, which you can use to either upgrade your smuggling facilities or purchase rare items at the Black Market.
