Sugar Cane can be obtained by completing Contracts listed under the Supply Network, which can be accessed through the Helm. You can either accept a Liaisons contract, which will allow you to purchase Sugar Cane with Silver, or take on an Attacks contract, wherein you would need to plunder settlements or ships carrying Sugar Cane.

You can unlock the Supply Network and other Helm facilities by completing a series of Contracts that start with A Covert Initiation.

You can acquire Sugar Cane by looting Rogue ships found roaming in the open waters. The best way to encounter Rogue ships is by taking on Attack Contracts from the Supply Network. Make sure to use your Spyglass to check which Rogue ships you can loot Sugar Cane from.
