Black Snuff can be acquired by crafting it in the Distillery. You can unlock the Helm's Distillery after reaching Brigand I and completing a series of Contracts that start with A Covert Initiation.

You can acquire Black Snuff by looting Rogue ships found roaming in the open waters. The best way to encounter Rogue ships is by taking on Attack Contracts from the Supply Network. Make sure to use your Spyglass to check which Rogue ships you can loot Black Snuff from.
