You can obtain Eels' Twine by looting it from Rogue ships tied to the Eels faction. The best way to farm this material is by taking on Rogue Hunts within the Eels' territory.

Rogue Hunts can be activated through the Supply Network found inside the Helm's Smuggling Hideout. You gain access to these after reaching Brigand I and completing a series of Contracts, starting with the A Covert Initiative.
