You can obtain Wyrm's Breath by looting it from Rogue ships tied to the Wyrm faction. The best way to farm this material is by taking on Rogue Hunts within the Wyrm's territory.

Rogue Hunts can be activated through the Supply Network found inside the Helm's Smuggling Hideout. You gain access to these after reaching Brigand I and completing a series of Contracts, starting with the A Covert Initiative.

Wyrm's Breath can also be purchsed from the Black Market, which is accessible through the Helm Managers. You'll find remarkable goods in this shop, including all the Helm materials, which can be purchased using Pieces of Eight.
