It is possible that way. Run left then Spark at end of ledge, drop and use bomb, roll through, then wall jump, shoot Y and then hit B while tilting L towards Left or upper left

There's a much easier way to do Missile Tank 11. I'm pretty sure this is how they expected you to do it. Requires far less precision. Feel free to use the gif: https://tenor.com/view/gif-23430466

For Missile Tank 11 you can use the shinespark on the slopes and store it back, so you gain some more time that let's you reach the upper platform a do a vertical shinespark that requires less precision.
