Take Advantage of Tailwind From Previous Battle
This battle takes place after you've defeated Wiegraf during your previous 1-on-1 battle with him. He turns into Belias during the second phase, gaining higher stats, powerful AoE attacks, and spawning 4 Archaeodaemons to support him.
If you've applied the Tailwind strategy from your previous battle with Wiegraf, then this boss battle becomes significantly easy. You can rush straight towards Belias and simply attack him using your buffed speed to eliminate him before his reinforcements can gain a turn.
Exploit Slow Charging Times During Summons
You can also try baiting Belias into using slow-charged summons by clumping your units together in the field.
Once he starts summoning, have your units rush towards Belias and attack him while he charges. Your units will deal additional damage when he's charging a spell or summon, so take advantage of this weakness during the fight!
Turn Ramza Into Monk With Dual Wield
It is recommended that you engage in melee combat with Belias, taking advantage of the Monk's skillset while also equipped with the Dual Wield ability from the Ninja job.

Use Agrias For Additional Offensive
Additionally, Agrias can reinforce your offensive damage output by utilizing her skillset from her Holy Knight job, allowing you to deal more damage that can prove consequential to Belias.

Use Time Mage to Buff Allies and Debuff Enemies
Time Mages can also help dish out substantial damage by using Gravity or Graviga against Belias. Support your allies by casting Haste on them, and debuff the enemy forces by casting Slow to further downplay their utility in battle.
Additionally, you should also try equipping the Item Command ability to your Time Mage to reinforce its role as a support. Throw Items is a support ability that can greatly help in providing support to distant party members on the field.

Use Black Mage to Cast High Level Spells
It is recommended to arm your Black Mage with at least any -ja spell (Firaja, Blizzaja, or Thundaja) to substantially damage both Belias and its allies.
Make sure to use the spells when they're clustered together, and equip the Japa Mala on your Black Mage to avoid incurring Silence from enemy casters.

Keep Reinforcements at Bay Using Mustadio
Mustadio can help keep the enemy forces at bay by using both Arm Shot and Leg Shot at the Archaeodaemons. This inflicts both Immobilize and Disarm, preventing them from gaining mobility or providing support for Belias during battle.
Once the enemy forces have been disposed of, you can have Mustadio concentrate all his attacks against Belias so that all your party members are solely focusing their offensive on the boss.
