Ramza's unique Squire class has access to Tailwind which increases a unit's Speed by 1. In Chapter 4, he also learns Shout which also grants +1 Speed on top of increasing Bravery, Physical Attack, and Magic Attack.

Speed Surge is a Reaction Ability from the Archer job that requires 900 JP to master. Units that take damage when equipped with this reaction ability will increase their Speed automatically.

Equipping certain items such as the Thief's Cap and Akademy Blade will directly raise the Speed attribute of your units.
The Thief's Cap is a late-game armor that you can purchase from shops starting at Chapter 4, while the Akademy Blade is a pre-order bonus from the Deluxe Edition of the game.
Speed is a character attribute or stat that determines the frequency of a unit's turn. This means that higher speed units will get to act more often in battle.
This is different from CT, or Charge Time, which is a game mechanic that, when combined with a unit's speed, shifts their placement within the turn order displayed on the screen.
