The side story automatically unlocks once you've reached the Clockwork City of Goug in Chapter 4.
You must include Mustadio in your party to progress the side story. He can be unlocked through story progression, but make sure he is not dismissed from the party or killed in battle. His absence will lead to the side story not progressing.
How to Recruit Mustadio and Overview

You also need to make sure that you buy the flowers by interacting with the Flower Peddler at Sal Ghidos and choosing the second option during your dialogue with her.
Choosing the first option will result in being locked out from progressing the side story.
All Dialogue Choices and Effects
If you happen to click the first dialogue option from the Flower Peddler, you will be given a prompt message that warns you about not being able to progress the side story.
Finish the Riovanes Castle Keep of Chapter 3 so that you will be able to access Chapter 4 of the game.

Travel to the Clockwork City of Goug once you have access to Chapter 4. It is recommended to progress the game a bit further to recruit more powerful characters like Orlandeau and Meliadoul in your party.
Do note that Mustadio is required to be at your party to further progress the side story. If Mustadio is either dismissed or killed during battle, then the side story will not continue.
How to Recruit Mustadio and Overview

Once you've reached Chapter 4 and included Mustadio in your party, the cutscene will play automatically after you've accessed the Clockwork City of Goug.

Head to the Mining Town of Gollund and select the Tavern from the list of establishments. From there, choose the Rumor option and select the Haunted Mine.

You will now need to head towards the Royal City of Lesalia. A cutscene will ensue, with Beowulf requesting to join your party. Choose the second option to include him.
All Dialogue Choices and Effects

Return to the Mining Town of Gollund and complete the series of battles that you'll encounter there.

The Mining Town of Gollund has a lot of elevation in the map area, so it is recommended to use magic to reach opponents in elevated levels.

It is recommended that you take out the Chemist first to prevent the enemy forces from recovering.

Prioritize defeating the Chemist first to remove their ability to restore health. Use Fire against the Ice Dragons in the area.

Rescue Reis at the back portion of the map area. Use Dragoons or Units with Vertical Jump of 4 or higher to better navigate the battlefield.

Beowulf is a solid support Unit with access to powerful equipment. Reis is also a notable Unit once she turns back to being a human.

Head back to the Clockwork City of Goug and wait for the cutscene to finish. You will then be able to recruit Construct 8 in your party.

Keep progressing the main storyline of the game until you've unlocked the Trade City of Sal Ghidos on the World Map.

When interacting with a flower peddler that looks a bit familiar, select the second option to purchase flowers from her in order to continue the side story.
All Dialogue Choices and Effects
Choosing the first option will prevent you from further progressing the side story and lock you out from recruiting Cloud.
Head back to the Clockwork City of Goug and wait for the cutscene to conclude.

Head towards Zelternnia's Tavern and choose the Tavern from the list of establishments. From there, choose the Rumor option and select the Cursed Isle of Nelveska.

It is recommended that you organize specific Units to complete this map area. Select Units that have the Jump ability to better navigate the area.
You can also use recuited monsters as footholds to reach elevated areas that cannot be normally accessed.

Finishing the Cursed Isle of Nelveska will turn back Reis into a human, allowing you to recruit her again and fully utilize her in battle.

Return back to the Clockwork City of Goug, and view a cutscene where Cloud suddenly appears through interdimensional teleportation. You cannot recruit him at this point in the game.

Head back to the Trade City of Sal Ghidos and enter a series of battles that will ultimately decide Cloud's fate. Use male characters to avoid being charmed by enemy male Thieves.

Once you've finished the battles in the Trade City of Sal Ghidos, you can finally recruit Cloud in your party.

・Highest stat growth in the entire game, with only Orlandeau coming even close.
・Highest MA growth in the game makes her the best Arithmeticks user. ・Innate Dual Wield and highest PA growth allows her to hit hard on the physical side as well. |
The abovementioned characters can all be recruited during this side story, with all of them being available so long as you've made the right dialogue choices during the side story.
