Yes, the build casts Meteor normally from the Time Magick job command in cases where Arithmeticks cannot catch all the enemies you need to defeat at the same time. This is the reason for using an Arithmeticks build on a Time Mage instead of a Black Mage for example. If purely focusing on Arithmeticks only, Black Mage is the better job class due to its higher MA growth.
