Save the Queen can be obtained as treasure in TERMINATION. You need the Treasure Hunter ability to find hidden treasures in tiles when you step on them.
Get from Meliadoul
You can take Save the Queen from Meliadoul when the character joins your party as a Guest Unit. Just unequip the armor from the character and equip it to your unit that can wear it.
