How to Equip Suit Skins and Suit Textures

Can be Equipped From the Storage Tab of the Store

Suit Skins and Suit Textures can be equipped as soon as you reach your very first Store at the end of Chapter 1 Simply navigate to Storage to see all the Suit Skins and Textures you have on your account. To equip a cosmetic, hover over your chosen skin or texture and press Equip to have Isaac change into it.

Suit Textures Only Apply to the Base Suit

Unfortunately, you cannot apply Suit Textures to other Suit Skins like the Venture suit or the Lone Survivor suit. These unique cosmetics can only be applied to the Default Suit and they function as a recolor rather than a remodel of the suit.
