This banner is filled with Rearmed and Attuned units, and they are all excellent for Skill Inheritance.
Rearmed and Attuned units do not disappear from your barracks upon using them as Skill Inheritance fodder once, and they can be used to pass rare skills over and over again using merges to refresh their elite inheritance ability.
We suggest going for the hero on your barracks with the most rare skills already banked.
If you don't have any of these heroes, we suggest going for the hero with the skill you need the most, or for Attuned Micaiah, the strongest hero from this group.
It is also worth noting that Rearmed Robin (F) is both an armored unit and a dragon unit, allowing her to duplicate the incredibly rare and powerful Higher Ground C skill from New Year Níðhöggr, which can only be equipped by armored dragons or beasts.
Should you wish to pass on Higher Ground, ensure you inherit Distant Guard 3 first, giving you enough slots to inherit both Higher Ground and Slick Fighter 4 at the same time.
Distant Guard 3 is available from multiple sources, but the easiest ones are Kronya, Jeralt, Young Lucius, or Young Innes, which are all available from the Heroic Grail shop.

Don't spend your orbs here!
Unless you have one of these units as your main Skill Duplication source, we do not recommend spending your orbs on this banner.
However, if you have any of these units and they already have multiple rare skills inherited onto them, we recommend spending your orbs to acquire copies of that hero. Each merge allows you to refresh their elite Skill Inheritance ability, which essentially gives you another copy of any of the skills already banked onto that hero.
It is also worth noting that the A Hero Rises event is coming up soon, and we expect the banner to drop sometime mid-March. Historically, A Hero Rises banners have been the best banners each year with multiple rare heroes and skills, and we don't expect this year to be any different.
