Conde will give you unique comments when wearing the Disguise if you talk to him after the events of the Rift on Holy Mount Lanayru main quest.
Talk to Impa at the end of the stealth section during The Mysterious Rifts main quest to get the Disguise outfit. The Disguise will be the first outfit you will obtain in the game and is obtained automatically.
