Mertillier's best skill is undoubtedly 'Maintenance,' which at Level 2 boosts the ATK of the ally with the highest ATK by 65% for three turns. This is on top of shortening their skill's cooldown period. This is why having her in a party with Merlyn, Florence, and/or Cordie can result in very high amounts of damage.

Adding to Mertilier's utility is her ability to grant herself Shields to withstand enemy attacks as well as heal herself. This should keep her alive for long enough to use her Maintenance skill and give your main attacker that huge ATK buff.

Give Mertillier SPD, MAG, DEF, EVD, and CRIT RES Runes
The best runes you can give Mertillier are SPD, ATK, MAG, and CRIT (for offensive runes). You can trade the CRIT for PM. DEF Break runes if you can spare them, but otherwise it's better to give them to your main attackers.
For defensive runes, give Mert your P. DEF and M. DEF runes, as well as EVD and CRIT RES runes. Her passive skill 'Fruits of Research' should already give her very high Debuff RES buffs so you can give runes for that stat to another witch instead.

It's good to pair Mertillier with main attackers like Cordie and Florence because her Maintenance skill will shoot their ATK stats into overdrive. Pair that with buffs from Olivia and Primavera, and you'll have very high damage outputs.
We put Cordie in here in place of Florence for the sake of getting a Soul Bonus, but you can definitely swap her with Florence. Olivia and Primavera can also be swapped out for other witches too depending on the situation.
