In our opinion, Peony and Plumeria are the best units to summon for on this banner.
Acquiring merges on these two offensive Mythic Heroes is key in increasing your score in Aether Raids. As Mythic Heroes with refresher skills, they can fulfill a support role for the team using a Mythic Hero slot, giving players more freedom to bring heroes that are best suited for each map. Non-support Mythic Heroes can be dead weight against certain team compositions, but refresher units like Peony and Plumeria will always be useful.
Aether Raids has gotten considerably more difficult with the release of highly mobile nukes like Emblem Celica and her Emblem effect allowing units to warp to spaces far away, as well as nearly unbreakable tank units like Heiðrún and Emblem Ike.
Acquiring merges onto your Light and Astra Mythic Heroes increases lift gain, giving players freedom to lose a unit or two while climbing to and/or staying at the Vault of Heaven.
If Aether Raids isn't a priority, instead we recommend pulling for Hortensia or Rearmed Lucina. As Rearmed heroes, they will not disappear from your barracks upon using them as inheritance fodder once, and they can be used to pass on rare skills to your favorite units.
For the most part, this summon does not warrant spending many orbs on. While the heroes here are certainly not bad, none of them are good enough justify wasting tons of orbs for, so other than the free pull, we recommend skipping this one.
However, if scoring high in Aether Raids is a priority, we recommend spending orbs to get merges on Peony and Plumeria until both are at maximum merges. Refresher Mythic Heroes like Peony and Plumeria will always be useful and can make your weekly runs significantly easier.

I wish y'all would mention for new players, like myself, it's worth it to color snipe on some of these events, like this one. I didn't have any of the characters on green or red, so i sniped & actually got plumeria & lucina, for like 45 orbs (estimate). The higher percentage means u can likely get 1 or 2 heroes u don't have on a particular color for 50 orbs or so. This is especially helpful for aether raids, since mythics are hard to get.
