Pull for Halloween Hector!
The best unit from this banner is Halloween Hector and so you should pull for him. His duo skill deals 20 damage to units that are within 3 columns centered on him. He also has Odd Follow-up 3 which allows him to perform guaranteed follow-up attacks and prevent enemy counterattacks on odd-numbered turns. These two skills alone already make him a powerful unit!
Soiree Ishtar is also very good
Soiree Ishtar can refresh her allies's movement using Dance. Air Orders 3 lets her further support her allies if they are flying units. For offense, she has the often sought for Swift Sparrow 3 which boosts her Atk and Spd when she initiates combat

In this special heroes gacha, all five of the units listed above will be available at 5 stars only. Since the ratio of a 5 star character is 6.5%, you have around 0.75% chance of getting the character that you want, which is still a high rate for pulling a special hero.
