I can confirm that i did give him the letter and he said he was off with his brother and that to call upon him and he would come to my aid. After dreaming the sword was there laying on the ground in my first playthru.
Can confirm he is not hostile if you give him the letter in Zhenwu informing him of the betrayal. After giving him the letter, he shows up at the Ferry Overlook and he'll tell you to expect his aid if you meet again. He was hostile to me when I went through my first playthrough, but I assume that's because I completed Zhenwu Temple before Cloudspire, where you first meet him.
Missing the first secret letter
I have the secret letter but the guy is not at the shrine? is there some steps missing?
