Majority of your progress will carry over to New Game Plus, gaining access to most equipment and power-ups in a new playthrough. This means that New Game Plus is be a good opportunity to try out other builds or doing a 100% completion run.
The items that do not carry over are mostly NPC quest-related items or features that are tied to or greatly affect the main story. You will have to explore and collect areas again to gain access to items and features that were reset.

Upgraded Benedictions and Pendants
Benedictions and Pendants that you acquire will be upgraded with a +1 affix, giving them higher stats. We expect this number getting higher as you progress through increasing New Game Plus modes.
Demon Manifests Drop Upgraded Stone Needles
Defeat Inner Demon Manifests in New Game Plus to get an upgraded version of the Stone Needle loot that they drop. For example, some Shadow Stone Needles will now be dropped as Gleaming Stone Needles.
Demon Manifest Locations and Rewards
Increased Enemy Difficulty
All enemies in New Game Plus are more durable and deal more damage since most progress is retained, increasing the difficulty accordingly. This is identified by the Causality Reversal seen on your save file. Enemies would also drop more Red Mercury to balance the scaling as the difficulty increases.
Merchants Retain Wares
All NPC merchants, namely Wu Gang, Tao Qing, and Panda will retain their shop items, meaning that you do not have to give them the specific Valuables they need to unlock their wares.
Loot Blood of Wangdi Instead of Items and Spells
Since most items and spells are already carried over to New Game Plus, they are replaced by the Blood of Wangdi consumable. The Blood of Wandi is similar to the Crystallized Red Mercury, where in using it will give 10,000 Red Mercury.

Bosses Drop Red Mercury Essence
Defeating bosses in New Game Plus will reward you with Red Mercury Essence, among other drops that a boss will usually give.

How to Unlock New Game Plus
Unlocks After Interacting with the Gate of Truth
The New Game Plus mode is unlocked after clearing the main story of the game, regardless of the ending you get. Do note that you cannot go back to your old progress once you start the ending as it will immediately force you into New Game Plus.
After finishing the final cutscene, you will be transfered back to the main menu and have the option to start a new save file or access New Game Plus when you start a new game!
