1. Give Fang Yao the Shu Silk Scarf
To progress Fang Yao's story, make sure to pick up the Shu Silk Scarf in Hillswatch. If you give it to her, you will receive three Sapphire Lotus Seeds.
2. Agree to Save Ling in The Shaft
From the shrine in The Shaft, agree to save Ling to progress Fang Yao's story. In return, she will give you one Medicinal Powder. If you do not agree to her request, she dies after you enter a dream or teleport.
3. Talk to Fang Yao After Defeating Fang Ling
Speak to Fang Yao at the Wedding Hall to receive Fang Yao's Hairband and Fang Yao's Light Gown. Fang Yao will transfer to the Wedding Hall after you defeat Fang Ling and enter the dream at the nearby shrine.

4. Talk to Fang Yao in the Refugee Camp
Speak with Fang Yao, located next to He Youzai, in the Refugee Camp and exhuast her dialogue.

5. Talk to Fang Yao in the Annalum
Speaking to the Storyteller after the Fierce Tiger and choosing to "Continue Forward" will teleport you to Worship's Rise in Ruins, where Fang Yao can be seen just outside from where you spawned. Speak to her there to progress her dialogue.
6. Talk to Fang Yao in Reverent Temple
Proceed to the Reverent Temple and follow the path leading to where the Young Boy was located before to find Fang Yao. Speak with her there and she'll give you the Research Journal - Scrap 3 and the Ring of Samsara - Cause. She will return to the Annalum and hide in one of the houses afterwards.

On your way through the alley leading to the Cloudspire City, there is an enemy waiting outside a door. You can interact with the door to talk to Fang Yao.
The Shaft
Fang Yao can be found sitting down beside The Shaft shrine.
Refugee Camp
Fang Yao can be found just before reaching the Refugee Camp. She will be sitting next to He Youzai.

Annalum in Worship's Rise in Ruins
Fang Yao is also beside He Youzai in the Annalum, just outside the area where you wake up after speaking to the Storyteller following the Fierce Tiger boss fight.
Reverent Temple
Fang Yao is located outside the Reverent Temple where the Young Boy was back in Chapter 1.
