The Bone Whistle is used to summon NPCs only at certain boss fights, provided that you have correctly followed their questline.

A message will appear on the screen every time you are able to use the Bone Whistle during a boss fight

Get the Bone Whistle from Nian Suichang or Tao Qing

Nian Suichang Narrow Stretch

The Bone Whistle is acquired from Nian Suichang at the Narrow Stretch shortly after defeating Man-Eating Dhutanga. You will need to agree to help him to receive the Bone Whistle.

In case you missed out on Nian Suichang, the Bone Whistle can alternatively be acquired by buying it from Tao Qing. It will be available in his shop after defeating Lu Bingzhang and handing over the Priest's Broken Cane to him.
