1. Speak with Li Dingo in Hillswatch
As you go to the Snowy Passage shrine in Hillswatch, talk to Li Dingo. He advises you not to go through Cloudspire, and will give you three Kong Wine.
2. Pick Up the Secret Letter in Avian Dwelling
While progressing through Avian Marsh, pick up the Secret Letter when you enter Avian Dwelling the first time, where two bird-like enemies are found.
3. Hand Over the Secret Letter or Not
In Zhenwu Antechamber, talk to Li Dingo twice to have the option to hand over the Secret Letter or not. Choosing either options will cause him to move to the Ferry Overlook after dreaming.
4. Talk to Li Dingo in the Ferry Overlook
Talk to Li Dingo and exhaust his dialogue. Afterwards, enter a dream through a shrine and return to his location to pick up the Serpent Fang.
Li Dingo Becomes Hostile If You Did Not Give Him the Secret Letter
In our playthrough, not handing over the Secret Letter to Li Dingo at Zhenwu Temple caused him to become hostile in Ferry Overlook. Defeating him to made him drop the Serpent Fang longsword.

Starting Location: Hillswatch
You will first encounter Li Dingo just past the Hillswatch village in Cloudspire. You will see him sitting on a table, drinking Kong Wine. Speak with him, and he shall tell you about General Ai Ningqi and will give you some of the wine that he has been drinking.

Zhenwu Antechamber
Li Dingo is located next to the Zhenwu Antechamber shrine as you go up the large flight of stairs of Zhenwu Temple.

Li Dingo can be found in Ferry Overlook. After defeating Fierce Tiger Zhang Xianzhong, avoid speaking to the Storyteller right away, as it triggers a point of no return and will prevent you from seeing Li Dingo in the area Ferry Overlook.
If you gave Li Dingo the Secret Letter from Avian Marsh, you’ll encounter him as soon as you reach the area past Sun Kewang. If you didn’t give him the letter, turn right before reaching Sun Kewang and head to the waterfall area, where he will appear as a hostile NPC.

Anonymous 4 monthsCan confirm he is not hostile if you give him the letter in Zhenwu informing him of the betrayal. After giving him the letter, he shows up at the Ferry Overlook and he'll tell you to expect his aid if you meet again. He was hostile to me when I went through my first playthrough, but I assume that's because I completed Zhenwu Temple before Cloudspire, where you first meet him.

I can confirm that i did give him the letter and he said he was off with his brother and that to call upon him and he would come to my aid. After dreaming the sword was there laying on the ground in my first playthru.
