Start by crafting an Abyssal Harpoon. This is an essential tool for dragging Serpents into land to acquire their Scales.

Explore Ocean biomes in search of Serpents. These Sea Monsters tend to spawn more frequently during storms or at night.

Once you've successfully discovered a Serpent, drop its HP to around half with Bows (Frost or Poison Arrows are recommended) and long-range melee weapons such as Spears and Atgeir

Equip your Abyssal Harpoon and throw it at the Serpent. Towing something continously drains stamina, so make sure you are topped off before attempting this.

Sail towards the nearest land mass with the Serpent in tow. You can still operate your boat as long as your Abyssal Harpoon is equipped.

Drag the Serpent inland and finish it off once it's a good distance away from the water.

Can Be Spawned with Console Command

If you don't mind using cheats to obtain it, Serpent Scales can easily be spawned with the console command.

To spawn the item, first turn on cheat codes by typing devcommands in the F5 console, and use the spawn SerpentScale command to create the item.
