Maruzensky (Hot☆Summer Night) is a historical Front Runner meta pick for PvP, particularly Champions Meeting, due to her strong unique skill A Kiss for Courage. She will be a very strong pick for a long while up until the release of Valentine Mihono Bourbon who will make Groundwork setups several times easier.
She is highly encouraged PvP must-pull, and should be pulled for if, other than as a non-competitive favorite pick:
- You like and invest in Front Runner racers.
- You have the proper Front Runner setup already (MLB cards and inheritance sparks that can provide Stamina/Power, and Groundwork)
- You have easy access to Seiun Sky, preferrably your own roster (can still be borrowed, but more limiting), for her Angling and Scheming.
- Are ready to spend a lot of time training for Groundwork, her skills, and stats, on top of having to get an S distance and/or turf aptitude.
Without the setup conditions above, you will have difficulty in trying to make her work in PvP, and may have better allocated your carats elsewhere if you were trying to save.

If you prefer to skip on Maruzensky (Hot☆Summer Night) for any reason and are still looking forward to picking up historical meta picks for Champions Meeting, your next best choices would be the alternate outfit characters Christmas Oguri Cap and Valentine Mihono Bourbon who will come at later dates!
Otherwise, you can focus spending on building your Support Card roster, best spent on an upcoming SSR Rice Shower Power and Riko Kashimoto support card banners for the Unity Cup (Aoharu Hai) scenario.

Special Week (Hopp'n♪Happy Heart) is nice to have as a Late Surger for Mediums and Longs, and stamina becomes a bit more manageable thanks to her unique Dazzl'n ♪ Diver.
However, she is not a groundbreaking pick, and will be competing with other Medium-Long distance PvP picks like Gold Ship (Red Strife) and Agnes Tachyon (Tach-nology). She's still pretty decent in any case!
You may roll for her if she is your favorite or like her character, or just skip her if you have other priorities! There will still be other strong Medium and Long racers along the way to pick up, such as Meisho Doto.
