Solution

Turn 1
1. Move Sain one space down and two spaces right, then defeat the Green Flier.
2. Use Canto to move Sain one space left.
3. Move Inigo one space down and defeat the Sword Fighter.
4. Move Sylvain one space down and one space left, then defeat the Lance Knight.
5. Move Gatrie one space up and defeat the Red Flier.
Turn 2
6. Move Gatrie one space down and defeat the Sword Dragon.
7. Move Inigo two spaces down and defeat the Blue Flier.
8. Move Sylvain one space down and one space left, then defeat the Lance Knight.
9. Move Sain one space down and defeat the Axe Fighter.
10. Use Canto to move Sain two spaces down and one space right.
Turn 3
11. Move Sylvain one space down and two spaces left, then defeat the Green Fafnir.
12. Move Sain one space up and one space right, then use Rally Up Atk+ on Inigo.
13. Move Sain one space up and two spaces right, then defeat the Green Flier.
14. Use Canto to move Sain one space down.
15. Move Inigo one space down and defeat the Blue Fafnir.
16. Move Gatrie one space left and defeat the Blue Bow Infantry.
Turn 4
17. Move Sain one space left and use Rally Up Atk+ on Inigo.
18. Move Inigo two spaces up and defeat the Blue Flier.
19. Move Gatrie one space left and defeat the Lance Knight.
20. Move Sylvain two spaces up and defeat the Blue Bow Infantry.
21. Move Sain one space up and one space left, then defeat the Green Flier.
