Solution

  1. Move Ephraim 2 spaces north and take out the green mage.
  2. Move Chrom to the space below Ephraim and use To Change Fate! on him.
  3. Because of the effects of To Change Fate!, Chrom can take another action. Use this action to take out the axe knight to the north-west.
  4. Move Azura to the space above Dimitri and take out the red manakete.
  5. Move Dimitri 3 spaces north and take out the blue cavalier.
  6. In this enemy phase Dimitri will take heavy damage from a green manakete.
  7. Move Chrom to the space right of Dimitri and use To Change Fate! on him. This will move Dimitri to a defensive tile. Move Chrom to the space right of Dimitri again and attack the axe fighter.
  8. Use Dimitri to finish off said axe fighter.
  9. Move Ephraim 1 space to the right and take out the lance cavalier.
  10. Move Azura 1 space south to get her out of the danger zone.
  11. In this enemy phase, Chrom will take out a green flier and an axe dragon.
  12. Move Dimitri 3 spaces left and take out the green manakete.
  13. Move Chrom to the space right of Dimitri and use To Change Fate!on him. After that, move him 1 space left.
  14. Move Ephraim 2 spaces to the left and attack and move Azura to the space to his left.
  15. In this enemy phase, Azura will get attacked and Chrom will take out a bow cavalier.
  16. Move Azura 2 spaces to the left. This is just in range for Chrom to use To Change Fate! on her. Use said skill on Azura to move Azura 1 space above him.
  17. Move Ephraim 1 space left and attack the lance dragon.
  18. Have Chrom finish up the lance dragon Ephraim just attacked.
  19. Finally, move Dimitri to the defensive tile and attack the final sword knight.

Correction to step 14: Ephraim should make his move but should NOT attack

If Ephraim attacks in step 14, he dies in enemy phase. If he doesn't, Azura gets attacked and the walkthrough works.
