Solution

  1. Move Kaze above Zephiel and attack the Red Manakete.
  2. Move Ephraim one space to the left.
  3. Move Zephiel one space to the right.
  4. Move Sully to the right of Zephiel and use Draw Back on him.
  5. Move Zephiel two spaces to the right and defeat the Axe Knight.
  6. Move Sully two spaces to the right and defeat the Red Mage.
  7. Move Kaze one space down and right and attack the Lance Dragon.
  8. Move Ephraim to the left side of Zephiel.
  9. Move Sully three spaces to the left.
  10. Move Ephraim two spaces to the right and defeat the Red Manakete.
  11. Move Zephiel above Ephraim.
  12. Move Kaze two spaces to the right.
  13. Move Ephraim two spaces up and defeat the Lance Knight.
  14. Move Kaze two spaces up and defeat the Axe FIghter.
  15. Move Sully three spaces to the right.
  16. End turn.
  17. Keep Kaze in place and attack the Sword Knight.
  18. Move Ephraim one space up and defeat the Axe Fighter.
  19. Move Zephiel one space up.
  20. Move Sully one space up.
  21. Keep Kaze in place and attack the Red Manakete.
  22. Move Sully three spaces up and attack the Sword Knight on the left.
  23. Move Zephiel to the left of Ephraim and defeat the Sword Knight.
  24. Move Ephraim above Zephiel and defeat the Red Manakete.

Step 14 should be "Move Kaze two spaces up and attack the Axe Fighter."
