Basically, Flora's 23 Spd was low, but it wasn't too low. Swift Impact allowed her to outspeed and perform follow-up attacks against some of the slower units in the metagame who focused on improving other stats instead of Spd.
Mirror Impact is indeed good on Flora! We instead opted for Swift Impact as the Impact skill of choice on her because the bulk of the damage will be dealt by Iceberg anyway. She appreciates the Spd to be able to perform follow-up attacks on the faster units, especially since power creep has raised the bar since the time we put the build on her page.
I am surprised Flora isn't on the recommended units to inherit list! Not only does Miror Impact improve over her base kit's offensive potential with more powerful Icebergs, it also enhances her role as a mage/dragon killer, by providig her with follow-up negation (not to mention extra Res)
