Your first encounter with the White-Robed Elder will be on Shu Sanctum. You can speak with him on the balcony of the second floor to get a Plumed Branch. If you do not speak with him the first time, he will disappear and will not appear in Doomwillow Beach. This would not affect his questline, however, as you will still meet him in Hillswatch Cave.
If you were able to speak with the White-Robed Elder in Shu Sanctum, you will see him in Doomwillow Beach, where he will give you a Crystallized Red Mercury.

As you ascend the tower next to the Cloudspire Outskirts Shrine, you'll find the White-Robed Elder on the wooden scaffolding leading to the roof area. Speak with him to receive a Glistening Red Mercury.

As you make your way through the Hillswatch Cave, you can encounter the White-Robed Elder. He will give you a Brilliant Red Feather and will ask you to meet him in a nearby refugee camp.

Once you reach the Refugee Camp, speak with the White-Robed Elder and agree to help him with his quest. This will allow you to summon him as a companion against the upcoming battle against Bo Sorcerer. If you choose to refuse, you would not be able to summon him and will be locked out of his quest line.

Proceed to the Avian Marsh and make your way to the Bo Sorcerer. Defeat her to progress the White-Robed Elder's questline.
Bo Sorcerer Weakness and How to Beat

After taking down the Bo Sorcerer, proceed to the nearby open space called the Tomb. You will see the White-Robed Elder sitting in front of a tombstone. If you speak with him, he will give you the Tigraliz Pendant. After you dream on a shrine, he will disappear from this area.

Progress normally through the story until you reach Chapter 5. As soon as you arrive in the Bo Capital, fast travel back to the Avian Dwelling and head to the Tomb. Whether you summon the White-Robed Elder or not in your playthrough, you will encounter him as a boss, the Eternal Glory - Zhao Yun. Defeating him will give you his Loyalty Set along with the Cyan Feather Chisel.

If you choose to refuse, you would not be able to summon him, but you can still progress his questline if you visit him in the Tomb after defeating the Bo Sorcerer alone. In this part, it said that even if you refuse, you can still progress the questline by visiting him in the Tomb after defeating the Bo Sorcerer alone. However, I chose to refuse because I wanted to face the boss alone, but I couldn't continue the quest. Thanks for this btw
