There are three types of potions in the game, Potions, Splash Potions, and Lingering Potions.
Potions are for drinking, while Splash Potions and Lingering Potions are for throwing. Splash Potions are absorbed by target entities, while Lingering Potions create an effect cloud on the target location, and entities that pass the location will gain the effect.
How to Make a Potion of Weakness
Place the Ingredients in a Brewing Stand
Place the Base on to any of the bottom slots in the Brewing Stand, and the Ingredient on to the top slot to create the Resulting Potion. The required fuel at the top left is Blaze Powder.

How to Use a Potion of Weakness
Decrease Your Target's Attack Power
Before and after drinking the Potion of Weakness
The Potion of Weakness reduces your attack power and weakens your melee attacks. This effect can be useful when other players or mobs are attacking you as it decreases their damage on your health and gives you the advantage to win.
You can either drink a Potion of Weakness, or you can throw a Splash or Lingering Potion of Weakness to a desired location for the effect.
