Building the right Starter Base is one of the most important first steps to set yourself up for success in Minecraft. Read on to learn about a great Starter Base that's easy to build, has all the essentials, and can be expanded upon in the future.

Though these are the block listed, it's best to to use blocks that are readily available in your biomes. Keep in mind this is just a Starter Base, you'll have more than enough time to polish it up in the future!
To start building your house, place Oak Planks in an 11x7 grid. From there, add two extra rows of 9 blocks each to its length. Take out one Oak Plank from the front row and replace it with stairs.
Starting with the foundation lets you visualize your house and customize it to your liking if you're not satisfied with the look.
Once you've finished the foundations, start fencing the area similar to the image above. This provides a nice look to your home while blocking unwanted mobs from hopping on the platform. This also makes it easier to see where to place your walls.

With the property fenced, you can start putting up the walls of your home. Make sure to leave a 1 block space between the fence and the wall so there's space to walk along the fence, and place the door in front of the stairs.
For the walls, you'll make them 5 blocks high, including the floor block you've already built. Make sure to leave spaces in parts where you'll want to place Glass Panes.
To start building a roof, fill in the top part of your home with planks. This can be your makeshift roof for now. However, if you have a surplus of planks, you can proceed to the next steps for building a roof.
After filling in the top, build over that with another set of planks but one block shorter. The empty space will be important. You'll need to keep doing this until you can only place a single row of blocks at the top.
Once you've done the previous step, you can start placing stairs on the empty spaces of each set of blocks until you've filled them all in. These should give the appearance of a roof.
Inside the home, pick a corner where you'll build downwards to make a basement. Clear the area of stone and leave ample space for Chests as this will be both your storage and mining area.
A house isn't complete until you have furniture, so start filling your house with what you need. Prioritize Furnaces, Chests, Crafting Tables, and a Bed. Place multiple Furnaces on one side of the house. This is so there's a centralized place for all of them and to separate them from your sleeping area.
For your bed, place it on the opposite side of the house, together with your personal Chest and a Crafting Tables. Place items you regularly use in the personal Chest, such as tools and torches. You can opt to place the Chests normally, or you can also use them as floor blocks to save space. Once you've added those, you can start putting decorative items such as paintings.
So that you don't clutter your home with Chests, you can use your basement both as a mining area and as a storage room. Place however many Chests you'll need depending on how you want to store your resources. You can also categorize your Chests by crouching and then placing a sign on the Chest. That'll be important for stockpiling items for future use.
Once you've obtained more valuable resources such as diamonds, you can expand this area to add Enchanting Tables.
Once you've set up the house, make a farm nearby to complete your starter base.
You can start small by having 3 sets of 5 blocks each for your crops, but you can easily expand it in the future. Use a bucket and place water in between the 3 sets of blocks. After that, use your hoe to till your soil and ready it for planting.
Place cobblestones around the area as a decorative pathway, though you can use another block of your preference.
Finish off your build by placing torches outside the house to add some light, and clear out any unwanted dirt that may be blocking your view. Now you've got a great new starter base!
Expanded Version
Once you've done all the essentials for building your Starter Base, you can start customizing certain blocks used to fit it with your own aesthetic. For example, you could have some parts of the house consist of Cobblestone while others parts can consist of Oak Logs. You can further expand the house in whatever way you want when you've acquired more resources.
The benefit of having used Oak Planks is they're very easy to remove and replace with different blocks. So get to designing!
