Frost Walker is a Treasure Enchantment, meaning it cannot be crafted using Enchanting Tables. You'll have to use different methods to obtain it.
Head out into open water and use your Fishing Rod to catch items with Frost Walker enchantments. The Luck of the Sea enchant will increase your chances of catching enchanted items.
You'll find Frost Walker in Treasure Chests in structures and dungeons around the world. Make sure you're properly equipped with armor and weapons since these areas will be infested with Mobs.
You'll be able to trade items with villagers to obtain Frost Walker. Librarians will be your best bet since you can trade Emeralds for enchantments even at Novice levels.
You'll have to level up other Villager types to obtain their enchanted stock.
Frost Walker in the Bedrock Edition
The Frost Walker Enchantment will allow you to travel across large bodies of water without needing a boat. This is great when making journeys from island to island.
You'll need to keep moving when crossing water, however, since the ice around you will quickly melt. You'll also need to start from a solid block, meaning Frost Walker won't work if you equip it while you're already in the water.
Frost Walker in the Java Edition
For the Bedrock Edition, patches of ice will appear in a square radius around the water block you move to, while in the Java Edition, they will appear in a circle radius.
Another boost with Frost Walker is it allows you to walk over magma blocks. This makes traveling the Nether much easier since it shortens your travel times and lets you reach areas that you normally wouldn't be able to.
