Craft Sand, Gravel, and a Dye to Get Concrete Powder

Minecraft - How to Make Concrete Powder
You can get 8 blocks of Concrete Powder by placing 4 Gravel, 4 Sand, and 1 Dye in the Crafting Table. Make sure every slot is filled in with the required materials to get Concrete Powder, similar to the one in the image.

You can place them however you want and you will still get the same result.

Place Concrete Powder in the Water to Get Concrete

Minecraft - How to Get Concrete
The only way to get Concrete in the game is to craft a Concrete Powder and place it into the water. You will know if the Concrete Powder already turned into Concrete once the rough edges become smooth and it doesn't get affected by gravity.

Note that you will need a pickaxe to mine the Concrete quickly.
