Bagging is a strategy where you aim for a specific rank to get an item you can use for a comeback. Your goal is to get a powerful one such as Lightning or even Super Star. You won't use it until the last lap to get a high rank or even win the race!
To maximize Bagging you must also aim for shortcuts and use items that'll give you a massive speed boost and invincibility.
You must be at a low rank to have a higher chance of getting strong items, especially on the last lap. This way, you'll have a higher chance of making a comeback

You can easily overtake your opponents once you use items with speed boost when going through shortcuts. This is also true even if you stay off course, which can significantly reduce your time on the last lap.
Invincibility items, on the other hand, will keep you safe from dangerous obstacles such as Lightning.

Since there are over 24 players when you race online, it is best to stay around 13th to 16th place in the last lap to get powerful items. Sadly if you're around the 24th place it's almost impossible for a comeback no matter what item you get.

Back in Mario Kart 8, it was popular to equip Triple Dash Mushrooms while aiming for a Super Star. Usually, you would try to get into the middle rank with the Triple Dash Mushrooms, and once you reach the high rank you'll use the Super Star to avoid obstacles like shells and Lightning.

The best time to use Super Star is after passing through the first or second item boxes during the last lap. This is to anticipate if other players will get dangerous items such as Lightning as they may instantly use it for a comeback.
Thankfully, you can easily counter this if you have a Super Star as it makes you invincible.

The best place to use Bullet Bill is when there are sharp turns. Bullet Bill automatically drives your kart with great speed all while making sure you won't go off the track.

It is best to use items at the very last lap to make an unlikely comeback. With this in mind, courses with long last laps that have shortcuts you can use are best for Bagging.
To add, final laps where you can exploit going off course with speed boost items are also great for Bagging. Having wider final laps also matters as it makes it easier for you to dodge obstacles such as Bananas or shells.

You could go off-course in Moo Moo Country and Desert Hills, making them the best courses for Bagging.
On the other hand, Rainbow Road as one of the worst courses to do Bagging is you can fall off the tracks.
