Placeholder Icons for Locked Characters
The hidden character icon depicting a Piranha Plant and Goomba's silhouette in the Character Select Menu means you have characters yet to be unlocked through the Kamek item. This icon disappears after unlocking all the Kamek-unlockable characters.

Small Icon at the Bottom are For Characters With No Outfits
The small Piranha Plant and Goomba icon at the bottom signifies miscellaneous Mario characters that do not have alternate outfits in the game, such as Cow and Monty Mole.
In contrast, the icons to the left indicate characters with at least one selectable alternate outfit or costume, which can be unlocked using the Dash Food item.

The question mark icon specifically depicting a Piranha Plant and a Goomba means you have to more characters to unlock through the Kamek item.
