You need to finish all 7 of the previous Cups in the Grand Prix to unlock the final cup, the Special Cup. This includes Rainbow Road, the only hidden course in the game.
You don't need to finish in 1st in of all 7 Cups, or race at a specific speed (cc) in order to gain access to the Special Cup; simply completing the previous Cups is sufficient to unlock the Special Cup.

Tracks can also be played in a different starting direction. While technically not hidden, playing tracks in reverse is not as straightforward as it could be.
It is possible to play tracks in their alternate routes. To do so, select a different track connected to the desired track. This will give you a decent chance to play the reversed version of the track.

The Special Cup is the eighth and final cup of Mario Kart World. You can unlock the Special Cup by finishing the Mushroom Cup, Flower Cup, Star Cup, Shell Cup, Banana Cup, Leaf Cup, and the Lightning Cup.

Rainbow Road is the final course in the Special Cup, and the only course which cannot be accessed in Free Roam. In previous Mario Kart games, the Rainbow Road is often considered the most difficult course to finish.
