To unlock Swoop, you need to be transformed by Kamek while racing on the Dandelion Depths Course. It seems that the character you transform into depends on the course and your location within the course.

The image above shows where we were able to unlock Swoop. A racer must use Kamek at the star spot while you must be at the diamond spot in order to get transformed into Swoop.

Mach Rocket is recommended for Swoop. It is an acceleration-specialized vehicle, which allows you to make the most of the acceleration caused by actions such as rail slides and charge jumps. While it will be difficult to collect coins since both the character and the Kart are small, it will also be difficult to hit obstacles and you can pass through narrow gaps.
