Partners are separated based on whether you are in the Present or in the Past. For the Present era, Lou MagMell is the best partner you can use as she has access to 4 Partner Trait bonus especially her last trait which reduces the cooldown time of Restorative Offering making revives much faster to get during a hard fight. She can also help you deal more damage against slowed enemies which she can also inflict in a fight.
For the Past era, Valentin Voda is the best partner to use as he can offer +2 stats increase for Willpower, Strength and Dexterity with his last partner trait reducing the stamina cost of your dodge. He also has the ability to consume HP whenever you are out of Ichor so you can still keep casting Formae.

For the Present era, Jadwiga is the best partner you can use as she can increase specific stats that can be used in any build and regardless of what weapon type you use. She can also provide defensive stats such as status ailments and reduce damage past the LP bar.
For the Past era, Zenon Gryfgote is the best partner as his partner traits and linked trait is all about more bonus stats when assimilated and extra benefits when perfect parrying or guarding. If you ever want to solo the later parts of the games then he is your partner.

It is best to stick to only one partner for your first playthrough so that you can easily achieve maximum affinity for them. However, this is hidden from the player and requires a lot of grinding, requests completion and gifts to give to your partner to obtain maximum affinity and trade for their exclusive weapons.
