To restore and use Josee's Bond, you need to obtain Lise's Hair Ornament during the quest Timeline Shift Decision: Holly. Having this item will allow you to successfully return to Josee's Era and start Timeline Shift Decision: Josee.

You can find Lise's Hair Ornament in the Sanatorium. The item should be in the lobby on top of a counter.
