You can recruit Lavinia Voda after defeating all three heroes: Josee, Holly, and Lyle. Once you finish these quests, you will receive a new quest called Slaying the Hero Zenon. After that, head back to MagMell, and talk to Lavinia and she should now be available as a partner.

Lavinia can reward players for fully mastering a Blood Code. After maxing out a Blood Code’s proficiency, speak with Lavinia to extract its Booster.
