New Year Kana (M)'s inheritable Dragon's Stone+ grants him Atk/Spd/Def/Res+4 during combat, damage reduction on his foe's first attack equal to 20% of his Spd, and a Null Follow-Up effect if he outspeeds his foe.
While it is lacking compared to modern exclusive weapons, Dragon's Stone+ has some important effects that can make any unit wielding it competitive against most enemies.

Infantry Breath units are quite abundant in the game, and lacking an exclusive weapon makes New Year Kana (M) replaceable by better units.

The build is team-dependent as Atk/Spd Pledge would provide visible stat bonuses directly to Kana. If you don't have a way to provide visible stat bonuses to Kana, then Atk/Spd Pledge or Atk/Spd Oath would be better over Spd Smoke for sure. We opted for Spd Smoke to allow Kana to obtain additional damage reduction after the first combat, which helps him withstand additional attacks by using him as a semi-tank unit.
