The best IVs for Felix are +Spd and -Res. His Spd is at base 46, raised to base 50 with a superboon. It is his most important stat with his kit dedicated to outspeeding his foes in combat.

His Res is below average and can be safely taken as a bane without much performance drawbacks.

+Spd for a +10 Merge

Felix is a close physical attacker (range = 1). Therefore, when not accounting for the Weapon Triangle, the amount of damage he deals will be equivalent to his Atk minus the foe's Def stat.

Felix Works Well Solo!

Felix Attack - Fire Emblem Heroes

Felix's skills mostly focus on him being able to advance forward without the need for any adjacent allies around. His Lone Wolf grants him Special charges that can help trigger Godlike Reflexes quickly on enemy-phase turns to increase his survivability. On top of that, the weapon itself already has 30% damage reduction with the only condition of having his HP ≥ 25%. Combined with his Special, he can get a total of 58% damage reduction on combats, making him much tougher to beat!

Additionally, it also inflicts Atk/Spd/Def-5 on foes with the condition of having no allies adjacent to him during combats.

Felix Weaknesses

Sword Infantry Competition

Despite being powerful, Felix is just another Sword Infantry unit that competes against the overly saturated pool of the same archetype. He does have a niche of being a Spd-based unit that can work solo, but that is also something most Sword Infantry units do since a lot of them are just as speedy, like Lucia and Alear.

Other than that, he is also packed with modern inheritable skills like Godlike Reflexes, Atk/Spd Finish 4, Atk/Spd Bulwark 3, and Spd Smoke 4. Unless he is your favorite, it will be hard to keep him around, especially if you have a merge project that could use these skills.

It is possible to get Godlike Reflexes, Atk/Spd Finish 4, and Spd Smoke 4 in one go. Young Rebecca comes with the lower tiers of Atk/Spd Finish 4, while Escutcheon and Spd Smoke 3 are widely available skills to get from 4★ demotes such as Gwendolyn and Chad, respectively.
